Abstract
Introduction: The American Republic is charged with the adjustment of race distinctions. The assimilation of civilized, half-civilized, and semi-laborious people has been so far realized that civil rights and civil functions rest upon the recognized ideas of legal authority; while the measurement of their political and social success is more a matter of industry, education, and capacity than of nativity or race.
