Abstract
Introduction: “When the transient circumstances and fugitive performances which attended this crisis shall have disappeared, that work will merit the notice of posterity”. Such are the appreciated words in which Washington speaks of “The Federalist”. Our political life has shown that the high opinions, in regard to the value and excellence of the papers were not faulty.
